You can tag both see-through legwear and bare legs if it's so transparent that it's functionally just skin, in my opinion. I can barely tell it's legwear, only at the toes is it apparent.

You can tag both brick wall and wallpaper (object). I don't think it makes sense to be that granular. The character does not interact with it, and it seems to play no role in the overall tone of the photo.
Your question is about intent. The tagging of this site should focus on the character and (if applicable) the relevant in-character background, and anything that the character is interacting with. Any tags pertaining to non-intended background is optional, and it's not our intention to tag e.g. the shirt color of background people in convention photos.

As this booru should not contain explicit content, I struggle to envision tags which are worthwhile to blacklist and therefore "high information tags" that would be bad to omit during tagging. Examples of such tags could be kigurumi, crossdressing, cameltoe, sweat... In any case, I don't want to aim for a certain number of tags during uploading, especially not if it only leads to offtopic background tags.
