You can tag both see-through legwear and bare legs if it's so transparent that it's functionally just skin, in my opinion. I can barely tell it's legwear, only at the toes is it apparent.

You can tag both brick wall and wallpaper (object). I don't think it makes sense to be that granular. The character does not interact with it, and it seems to play no role in the overall tone of the photo.

Your question is about intent. The tagging of this site should focus on the character and (if applicable) the relevant in-character background, and anything that the character is interacting with. Any tags pertaining to non-intended background is optional, and it's not our intention to tag e.g. the shirt color of background people in convention photos.

Relevant background tags that are worth adding, in my view:

As this booru should not contain explicit content, I struggle to envision tags which are worthwhile to blacklist and therefore "high information tags" that would be bad to omit during tagging. Examples of such tags could be kigurumi, crossdressing, cameltoe, sweat... In any case, I don't want to aim for a certain number of tags during uploading, especially not if it only leads to offtopic background tags.

Also tagging @ANON_TOKYO to hear their opinion.

Hm yeah I think we have to depart from Danbooru's aproach a little bit here, since such legwear is actually common to "smooth out" one's skin on cosplay. Being autistic about it isn't really useful since it's supposed to look like bare legs (and it's pretty convincing).

Just like the other post, we have to "play along" with the sets and such a bit in order for tagging to be useful, so yeah both is fine.

Basically yeah. Where it's relevant (say, post #7306), do tag the setting. Sometimes the background is just "wherever they happened to be though", say in post #819. In this case, nobody is looking for this post through the chair, so no need to tag it there.
