The strongest form of Zygarde, the Order Pokémon, comprised of every single Zygarde Core and Zygarde Cell in existence. Its heads and tail each have a Core controlling them, and as such, they have minds and wills of their own. Zygarde only assumes Complete Forme when it feels 50% Forme is truly outmatched.
In Pokemon SM, Zygarde assumes this Forme with the Ability Power Construct, which transforms Zygarde from 10% or 50% Forme to Perfect Forme when below 50% of max HP.
Zygarde Complete Forme's design is based off of Hel, a Norse goddess.
