Wong Who is part of the original Mad Gear gang that terrorized the streets of Metro City. He is a rotund bald man with an eastern high-tied ponytail and a Fu Manchu mustache, and also wears a white grandfather shirt with green pants and suspenders.

He is of Chinese descent.
