Senator Steven Armstrong is the main antagonist of Metal Gear Rising: Revengeance.
An independent US Senator and presidential hopeful from Colorado, Armstrong runs World Marshall and is responsible for triggering the series of events of the game. Before then, he had attended the University of Texas before joining the US Navy, though the details of his service record are unknown. His ultimate goal is to start a war between the US and Pakistan and use it as a means to win the Presidential elections and turn America into a Ultra-individualistic Social Darwinist state.
His bombastic personality and raw physical prowess (having fought Raiden to a standstill) has lent itself to a number of notable memes, most famously concerning the fact that he was at some point injected with nanomachines that harden in response to physical trauma.
