This meme refers to a comedy routine by Kojima Yoshio that became popular around 2008.

It consists of Kojima (a thin but muscular man) wearing nothing but swim briefs (and sometimes a baseball cap), holding a microphone and telling short jokes on top of a music track punctuated by the phrase "sonna no kankei nee" (meaning "but that's unrelated") while crouching and fist pumping towards the ground, and ending with the phrase "hai oppappi!" (a seemingly meaningless catch phrase that the comedian states to mean "Yeah, Ocean Pacific Peace") while standing on one leg with one arm raised.
