Naga is an ancient being considered a god in the lore of Fire Emblem: Mystery of the Emblem (and by extention Fire Emblem Awakening), and Fire Emblem: Genealogy of the Holy War.

She is the most powerful of the Divine Dragons, the creator of legendary artifacts capable of defeating other dragons, including the Falchion.
