Lepka (レプカ Repuka) is the chief of administration at the city of Industria. He serves under the Industria High Council, a group of old and wise scientists who rule the town. Lepka is very ambitious, lacks any morals and can become very cruel, merciless and evil while trying to achieve his own goals.
