Houjou Emu is a pediatrics intern at Seito University Hospital, whose double life as the gaming legend "M" attracted the attention of video game developer Genm Corporation, which gave him a Gamer Driver with which he can transform into a Kamen Rider to defeat Bugsters, viruses generated by bugs in Genm software that manifest in the physical world at the expense of their human hosts, even as he has to contend with other Riders who have their own designs for their powers.

As Ex-Aid, Emu uses game cartridge-like Rider Gashats to transform into different forms or summon weapons upgrades.
