統治局 (Touchikyoku). Also known as the Governing Authority, the Governing Agency or the Administration, depending on the translator. They would nominally be the rulers of the Blame! universe, but they are trapped in the Netsphere and are unable to regain control of the Safeguard, protect humans against Silicon Creatures, or restrain the growth of the City unless Killy can find a human with Net Terminal Genes. The Authority's emblem usually looks like +|+.
