Leader of the Black Shores, a research organization that has developed a Lament (disaster) prediction system. Originally, when Rover founded and led the Black Shores, Shorekeeper was their assistant. She was later granted leadership over the Black Shores and served as a key to the Tethys System's computations which guided the Black Shores' future activities.
