1. Yes, as long as it's not an absurd amount of filters or ai it's fine I think
2. I don't think we have a tag for heavier first-party edits like this specifically but it's worth considering making one. Our tags are inherited from Danbooru where the subject medium doesn't really have a need for such tags. For this post I'd use something like crystallization.

There is no need for first-party edit, that would apply to everything but the simplest selfies. Cosplays get a very wide range of edits applied to them, so trying to find a minimum before saying "yes this is edited" is futile.
To add to the discussion, I occasionally come across Twitter descriptions such as:
顔面&体型加工, FaceApp, gender-swap filter, girlmode filter, female filter, genderbent filter, digital trans, Snapchat filters, deepfake, yassified
These terms are all about changing the shape, texture, and/or size of the head (and so on), either to feminize the appearance or otherwise to alter it toward what the person wants the picture to look like. I think they're also occasionally used for catfishing / cisfishing, or in the context of gender dysphoria / body dysmorphia. That said, even before semi-automatic filters like this were commonplace, people have edited photos to change lighting, color, skin tone, etc., since the dawn of photography.
My stance on photo editing and (limited) AI-assisted photo editing is that it's an aspect of photographic art that we shouldn't suppress. By “limited,” I mean edits pertaining to lighting, colors, and subtle changes to anatomy and textures. I agree that applying tags like first-party edit or ai-assisted to normal-looking photos is not valuable, since the majority of our portfolio would likely have to be tagged as edited.
Then there's content that sits between ai-assisted and ai-generated, such as the “Elevator AI” photo from Meitu (post #18424 and post #17133), where the person and costume are real but the pose and background are swapped. I am not in favor of this type of content, as it gets close to being fully AI-generated, except for the face and outfit.
On the far side of the spectrum is ai-generated content, where either the majority of the image is generated or the image is fully generated. I personally don't see the added value of this type of content, even if the face is taken from a real photo.
