Since we have the original for posts not from a copyright that are still works by cosplayers, what's the ruling on posts from non-cosplayers? Since sometimes stuff like the Lolita subculture or perhaps even Visual Kei has a lot of overlap with anime and cosplay, I would assume they would be allowed?
I'm pretty sure stuff like that is fine and I'd probably approve. Original just means it's not from any actual series though what's important/cool enough to get a copyright tag is kinda murky and doesn't necessarily mean it has to be a photo of someone who otherwise does cosplays that would get a copyright tag.
If I'm remembering right @redtails has said something along the lines of "it's more like a costume booru not just a cosplay booru", which I take to mean we should allow anything from professional cosplay photos to selfies in costume to fashion photoshoots and even just photos of outfits, things that fit that general vibe.

Cosbooru stands for the "costume and cosplay booru" Any fancy outfit, with or without human, is welcome. Examples, not exhaustive:
- Cosplay from anime, manga, video games, films - Fashion such as jirei kei - lolita fashion coords - non-contemporary outfits such as Victorian - costumes on pets
